Xi Jinping Announces Eight Actions Supporting Global Development

RIO DE JANEIRO, Nov. 18 (Xinhua) — On November 18 local time, Chinese President Xi Jinping delivered an important speech at the first session of the 19th G20 Summit. He announced eight key actions that China will undertake to support global development.
- Joint Efforts for High-Quality Belt and Road Cooperation
Building on the establishment of a RMB 700 billion financing window and an RMB 80 billion injection into the Silk Road Fund, China will further construct an interconnected infrastructure network. This initiative will be guided by the Green Silk Road and empowered by the Digital Silk Road. - Implementation of the Global Development Initiative
Building on over 1,100 development projects already launched, China will establish the “Global South” Research Center. The country will continue utilizing a USD 20 billion financing window to support developing nations and deepen practical cooperation in poverty reduction, food security, digital economy, and other key areas. - Support for African Development
In September, during the Forum on China-Africa Cooperation in Beijing, I announced ten partnership actions to modernize Africa over the next three years, backed by RMB 360 billion in funding. - Promotion of International Cooperation in Poverty Reduction and Food Security
China has decided to join the “Global Alliance Against Hunger and Poverty.” China will support continued hosting of the G20 Development Ministers’ Meeting and the International Conference on Food Loss Reduction. - Fostering Global Scientific Cooperation
Together with Brazil, South Africa, and the African Union, China has launched the “International Open Science Cooperation Initiative.” This effort aims to ensure that the benefits of global scientific and technological advancements extend more broadly to the Global South. - Practical G20 Cooperation for the Global South
China will leverage initiatives like the “Roadmap for Scaling Up Clean Energy Investment in Developing Countries” and the “High-Level Principles on Bioeconomy.” Support will also extend to the G20 Entrepreneurship Research Center in Beijing and cooperation in digital education, museum digitization, and the preservation of ancient texts. - Implementation of the G20 Anti-Corruption Action Plan
China will strengthen collaboration with developing nations in areas such as asset recovery, anti-corruption capacity building, and the rejection of safe havens for corrupt individuals. - Enhancing High-Level Opening-Up
China will expand unilateral market access for the least developed countries. It has already announced 100% zero-tariff treatment for all products from least developed countries with diplomatic ties to China. From now until 2030, China is projected to import over USD 8 trillion worth of goods from developing nations.
