Domestic and International Policies and Developments on Waste Textiles

01. Policies and Developments in China

Guidelines for Green Consumption (2016)

Jointly issued by the National Development and Reform Commission (NDRC) and 10 other departments, this directive encourages citizens to adopt green lifestyles and consumption patterns. Initiatives include promoting “Zero Waste Clothes” campaigns, improving community recycling systems, and advancing second-hand clothing reuse in an orderly manner.

The 14th Five-Year Plan for Circular Economy Development (2021)

This plan aims to establish a system for recycling waste materials and foster a resource-efficient society:

  • Regulating the second-hand market: Improve laws for second-hand goods, including vehicles, electronics, and clothing, and establish standards for grading and appraisal. Encourage the “Internet + Second-Hand” model, strengthen platform responsibilities, and support standardized offline markets.
  • Key Actions: Develop urban recycling systems, focusing on items like textiles, plastics, and paper, as well as renewable energy components.

Guidelines for Advancing Recycling Systems (2022)

Issued by the NDRC and six other departments, these guidelines aim to:

  • Develop second-hand transaction channels: Promote “Internet + Second-Hand” platforms and build organized markets for vehicles, clothing, and other products.
  • Improve regulatory frameworks: Establish protocols for the sustainable processing of materials like textiles, plastics, and batteries.

Plan to Promote Green Consumption (2022)

This initiative highlights the need for:

  • Encouraging green clothing consumption: Promote technologies like green fiber preparation and textile recycling. Support the procurement of sustainable uniforms and schoolwear.
  • Expanding second-hand channels: Support second-hand electronics and clothing markets while improving online transaction protocols and community market development.

Circular Economy in Textiles (2022)

This policy aims to create a comprehensive recycling system by 2025, with:

  • Targets: Recycling 25% of waste textiles and producing 2 million tons of recycled fibers annually.
  • Key Actions: Introduce green design for textiles, enforce visible material labeling, and optimize recycling networks in rural and urban areas.

Textile Industry Quality Upgrading Plan (2023–2025)

This initiative focuses on improving branding and sustainability. It sets goals for reducing resource consumption and enhancing the recycling scale of waste textiles.

Opinions on Building a Waste Recycling System (2024)

This policy includes:

  • Facilitating second-hand transactions: Support e-commerce platforms and regulated offline markets.
  • Promoting recycled materials: Encourage businesses to integrate recycled materials into CSR activities.

2024 Textile Supply Upgrade Notice

Key measures include promoting the recycling of textiles in sectors like automotive, agriculture, and furniture, and fostering international trade cooperation.

02. International Policies on Waste Textiles

Regulations in Developed Nations

  • United States: The 1976 Solid Waste Disposal Act established “America Recycles Day” on November 15, promoting awareness of textile recycling.
  • France: The 2007 directive on textile waste encourages extended producer responsibility, fostering industry compliance.

EU Green Deal

Launched in 2018, this plan emphasizes carbon neutrality through policies like:

  • Product lifecycle regulations: Introduced under the 2020 Circular Economy Action Plan.
  • Textile-specific rules: Enforce producer responsibility, eco-design standards, and recycled material usage.

EU Sustainable and Circular Textiles Strategy (2022)

This strategy mandates:

  • Eco-design: Products must be durable, repairable, and recyclable.
  • Waste reduction: Prohibit destruction of unsold goods and manage microplastic pollution.
  • Digital Product Passport: Provide consumers with detailed product sustainability information.
