Implementation Opinions on Accelerating the Recycling of Waste Textiles (Fagai Huanzifa [2022] No. 526)

China is the world's largest textile producer, accounting for over 50% of global textile fiber processing. As per capita fiber consumption increases, a significant amount of waste textiles is generated annually. Recycling waste textiles is crucial for resource conservation, pollution reduction, and carbon emission mitigation. It plays an important role in supplementing the raw material supply for China's textile industry and relieving constraints on resources and the environment. This is a key component of establishing a green, low-carbon, and circular economic development system. To further accelerate the recycling of waste textiles, establish a circular industrial system and a recycling system for waste materials, enhance resource efficiency, and promote ecological civilization construction, we hereby formulate these implementation opinions.

I. General Requirements

(1) Guiding Ideology

Guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress and subsequent plenary sessions, deeply practice Xi Jinping's Thought on Ecological Civilization, and focus on the new development stage. We will implement the new development concepts completely, accurately, and comprehensively, and establish a new development pattern. With the goal of improving the recycling rate of waste textiles, we aim to unblock key issues in collection, trading, circulation, fine sorting, and comprehensive utilization. We will strengthen full-chain management, improve standard systems, enhance industry supervision, and promote a recycling system for waste textiles driven by government guidance, market operations, and wide social participation.

(2) Work Principles

  • Government Guidance, Market Operations: Utilize government guidance to improve policy measures and increase support. Highlight market-oriented approaches to stimulate the vitality of market players and promote broad participation in waste textile recycling across society.
  • Systematic Promotion, Key Breakthroughs: Accelerate the establishment of a waste textile recycling system, focusing on the entire chain. Prioritize breakthroughs in recycling standard uniforms, gradually promoting the growth of the waste textile recycling industry.
  • Innovation-Driven, Scaled Utilization: Leverage the leading role of science and technology, promote research and application of key technologies, and innovate green recycling models and utilization methods. Facilitate large-scale, high-value recycling of waste textiles.
  • Quality Improvement, Regulated Development: Integrate small-scale projects, improve the technology and equipment for waste textile recycling, regulate recycling activities, and nurture leading enterprises to drive the industry towards clustered and standardized development.

(3) Major Goals

By 2025, a basic recycling system for waste textiles will be established, with significantly improved recycling capacity. The recycling rate of waste textiles will reach 25%, and the output of recycled fibers will reach 2 million tons. By 2030, a more complete recycling system will be in place, with a significant improvement in consumer and producer awareness of recycling. High-value utilization pathways will continue to expand, and the development level of the industry will be greatly enhanced. The recycling rate of waste textiles will reach 30%, and the output of recycled fibers will reach 3 million tons.


II. Promote Green and Low-Carbon Production in the Textile Industry

(4) Implement Green Textile Design

Encourage textile enterprises to adopt green design, enhancing the dismantling, classification, and recyclability of textiles. Develop a material classification guide for textiles and encourage producers to label textiles with visual or machine-readable information regarding fabric composition, improving sorting accuracy and efficiency.

(5) Promote the Use of Green Fibers

Encourage textile enterprises to prioritize green fiber materials. Enhance the standardization, certification, and labeling systems for green products. Promote the use of recycled fibers and increase the substitution rate of such materials, enabling high-value recycling of waste textiles. Facilitate the development, production, and application of biodegradable bio-based fibers, highlighting their natural degradation advantages.

(6) Strengthen Social Responsibility of Textile Producers

Encourage companies to implement the China Textile and Apparel Corporate Social Responsibility Management System (CSC9000T) and improve resource utilization of fiber materials. Guide institutions and companies to develop goals and roadmaps for recycling waste textiles, and support the research of valuation methods and metrics for waste textiles, gradually establishing market mechanisms to support the ecological value of recycled textiles.


III. Improve the Waste Textile Collection System

(7) Enhance Collection Networks

Promote the installation of dedicated waste textile collection boxes or related facilities, facilitating their placement in communities, government agencies, shopping malls, and schools. Increase the coverage of collection boxes and encourage recycling enterprises to expand into lower-tier cities and rural areas. Establish sorting and resource utilization centers, ensuring timely sorting and classification of waste textiles.

(8) Broaden Collection Channels

Promote the development of the Internet + recycling model, integrating online and offline recycling methods. Leverage the domestic waste classification system to collect waste textiles. Explore new recycling models, such as door-to-door collection and campus collection during graduation seasons. Foster leading recycling enterprises and establish a key contact system for them. Encourage industry associations and companies to build information platforms for recycling waste textiles, improving transparency and public participation.

(9) Strengthen Recycling Management

Regulate recycling entities and practices, cracking down on illegal recycling activities and non-compliant business operations. Punish illegal landfill or incineration of waste textiles according to the law, and transfer cases involving criminal activities to public security agencies. Guide industry associations in improving statistical analysis of recycling data.


IV. Promote Comprehensive Utilization of Waste Textiles

(10) Regulate Reuse Activities

Adhere to the principles of saving resources and promoting low-carbon activities, and facilitate the regulated trade of used clothes. Develop and revise cleaning and disinfection standards for used clothes, improving health and market regulations. Strengthen the supervision of hygiene and epidemic prevention in second-hand clothing markets and platforms. Encourage companies and residents to donate suitable used clothes to those in need through charitable organizations.

(11) Develop the Recycling Industry

Expand the scale of waste textile recycling, particularly within the textile industry. Promote the application of recycled products in fields such as construction materials, automotive interiors, agriculture, and environmental management. Encourage the use of non-recyclable waste textiles for fuel. Support high-value-added products made from waste textiles and foster industrial leaders through mergers and acquisitions.

(12) Prioritize Recycling of Standard Uniforms

Use waste uniforms such as military uniforms, police uniforms, and school uniforms as a breakthrough in textile recycling. Promote green design and green fibers in these garments. Select key sectors and regions for pilot programs and improve market-based mechanisms for uniform recycling.


V. Strengthen Support and Safeguards

(13) Improve Standards and Norms

Improve standards for waste textile collection, disinfection, sorting, and comprehensive utilization. Revise relevant regulations to enhance product quality supervision in the recycling industry.

(14) Accelerate Technological Innovation

Include key technologies for waste textile recycling in national research programs, encouraging breakthroughs in fiber identification, high-efficiency sorting, and blended material separation.

(15) Strengthen Policy Support

Implement tax incentives for resource recycling and support eligible enterprises in issuing green bonds. Encourage local governments to provide funding for waste textile recycling.


VI. Strengthen Organizational Implementation

(16) Enhance Coordination

Local development and reform departments should work with various ministries to establish coordinated work mechanisms to promote waste textile recycling.

(17) Promote Exemplary Practices

Support large and medium-sized cities in establishing waste textile recycling systems and cultivate leading enterprises to set industry benchmarks.

(18) Foster Public Engagement

Promote waste textile recycling through various channels, encouraging public institutions to use recycled textile products.
